What does this MR do and why?

Epic work items showed issue suggested questions in Duo Chat, because Ai::AiResource::WorkItem inherits everything from Ai::AiResource::Issue. Epic work items now use the epic questions and the ask_epic unit primitive, so they match legacy epics.

How to set up and validate locally

  1. Open an epic work item and start Duo Chat.
  2. The suggested questions are the epic ones, for example "What is the objective and scope of this epic?".
