Fix deduplication staregy in AuthorizedProjectUpdate workers

• Use until_executed deduplication strategy with reschedule_once
• EnqueueGroupMembersRefreshAuthorizedProjectsWorker for instance is a safety net worker that schedules a refresh job per user, but because of the deduplication strategy it's doing the same work multiple times in a short span, https://log.gprd.gitlab.net/app/r/s/Gq6Pu.
• We had already fixed the dedup strategy for some of the other workers like AuthorizedProjectsWorker, so we are making the strategy consistent across all workers that compute project_authorizations
• Add defer_on_database_heatlh_signal to all workers
