What does this MR do and why?

Revert "Merge branch 'cfeick/gitlab-grape-openapi-version' into 'master'"

This reverts merge request Use VERSION for OpenAPI 3.0 specification (!238998 - merged).

This MR is blocking the next release as the version changes with the release, making the OpenAPI spec get out of sync and causing failing pipelines.
