Add 19.3 release notes for AI Clients features

What does this MR do?

Adds feature release-note entries for two GitLab 19.3 AI Clients items:

  • Duo CLI plugins and marketplaces
  • Duo Agent Platform UI v2 in VS Code (Beta)

The GitLab flow builder and /goal command notes were split out into their own MRs (!250266 and !250267), since both are waiting on open docs review and shouldn't block these two, which are ready.

Notes for reviewers

  • The Duo Agent Platform UI v2 note has no feature-specific docs to link to yet (epic 242's doc checklist item is still Not Started), so documentation_link points at the general "Turn on beta and experimental features" section as an interim target.
