What does this MR do?

Adds two AI Governance dashboard cards:

  1. Developer activity (users ranked by AI audit sessions) and
  2. Project exposure (projects ranked by sessions)

Built with mock data for the demo purpose, but structured so the backend swap is trivial.

How to test locally

  1. Set up GitLab Duo locally (SaaS mode + licensed group): Set up GitLab Duo.
  2. Enable the flag: Feature.enable(:ai_governance_dashboard)
  3. Visit Settings → GitLab Duo → Governance on the gitlab-duo group, open the Dashboard tab
