WIP: Render issue link as GitLab flavored markdown
What does this MR do?
In the Error Tracking details page, it's possible to see a link to a gitlab issue.
This MR renders that link as gitlab flavored markdown so that we can have enhanced links like #1 instead of https://gitlab.com/org/project/issues/1.
