Pass group data to frontend subscriptions app

What does this MR do?

Part of gitlab-org/growth/team-tasks#60 (closed). Pass non paid namespaces (groups) that are owned by a user to the frontend application for buying subscriptions.

Since this is behind a feature flag, no changelog is provided.
