What does this MR do and why?

Problem

Sentry issue: https://new-sentry.gitlab.net/organizations/gitlab/issues/3939146

Aws::Errors::InvalidRegionError from customer-supplied AWS regions bypasses USER_CONFIG_ERRORS and pages Sentry for invalid audit event streaming configuration.

Solution

  • Classify invalid region errors as user configuration errors.
  • Cover the classification with a regression spec.
