What does this MR do and why?

Removes the ai_catalog_bulk_item_consumer_create feature flag, which was type: beta and default_enabled: true since milestone 19.1. The flag gated the ability to enable a public AI Catalog item (agent or flow) in multiple projects at once.

How to set up and validate locally

  1. Go to /explore/ai-catalog and open a public agent or flow.
  2. Select Enable.
  3. Verify the modal shows a multi-select list of projects with checkboxes.
  4. Select two projects and submit. Verify that the item gets enabled in both projects. (This may take some time for the job to process)
  5. Go to a project and select AI > Agents or AI > Flows, open the same item, and select Enable. Verify it still enables in that one project only.
