Backport of 'Fix Codex Agent to use gpt-5.3-codex instead of deprecated gpt-5.1-codex'

What does this MR do and why?

The Codex agent stopped working because the gpt-5.1-codex model is no longer supported. Since this is existing functionality that broke, we should backport it to 19.1 and 19.2 to restore functionality.

This is done by updating the definitions with a migration.
