Include foundational agents and project in AI agent inventory card

What does this MR do?

Fixes the AI Governance dashboard's AI agent inventory card so it matches the "View all agents" page.

Closes #608621.

Before this change, the card query did not request foundational agents, so the GitLab foundational agents (Security Analyst Agent, Data Analyst, Planner, Support Helper, CI Expert) were missing, and same-named custom agents rendered as identical, indistinguishable rows.

Changes (frontend-only, the aiCatalogConfiguredItems resolver already supports these):

• Pass includeFoundationalConsumers: true so foundational agents appear alongside the group's own agents, matching "View all agents".
• Fetch item.project.nameWithNamespace and use it as the row subtitle to disambiguate same-named agents (falls back to the description when there is no project).

Frontend only, behind the ai_governance_dashboard feature flag.

Test coverage

agent_inventory_card_spec.js: asserts includeFoundationalConsumers: true is sent, and that same-named agents are disambiguated by their project. 7 tests pass.
