Update commit list item SHA actions to a button group

What does this MR do and why?

Updates the commit list item on the commits page:

• Adjusts the spacing between the commit title and the meta data
• Adjusts spacing between the commit SHA, copy SHA, and browse files actions
• Adds a divider between the actions and the toggle
• Small spacing adjustment to the expand/collapse toggle
• Use section for border and background
