Remove ElasticIndexerWorker changed_fields

What does this MR do?

changed_fields option is currently used to track when we should index notes for an issue.

This MR removes ElasticIndexerWorker changed_fields argument. Instead of using that we're going to schedule an individual sidekiq job for each note.
