Backport of 'Add Orbit settings alias for knowledge_graph'
What does this MR do and why?
This backports !248500 (merged) to GitLab 19.2.
It adds orbit as the primary Rails settings section while preserving knowledge_graph as a backward-compatible alias to the same settings object. This keeps existing configurations working after the Omnibus key rename in omnibus-gitlab!9620 (merged).
