Blob embed renderer for GLFM permalinks

What does this MR do and why?

Adds the BlobEmbed renderer for GLFM permalinks, to be used in the stacked MR Embed blob permalinks in GLFM behind FF (!246838). Makes use of the Blob::EmbeddedBlobComponent, which landed in Add EmbeddedBlobComponent for rendering embedde... (!246837 - merged).

Note that no consumer is added yet! This MR merging right now is a no-op functionally: it's used only as of !246838, which adds the consumer behind an FF too. This renderer enforces the site-specific checks that stayed out of !246837 (merged) (i.e. does the from/to range make sense? is the blob too big to read into memory? is the blob binary?!), since this is specifically for rendering embeds in GLFM.
