Add MCP server endpoint to Observability setup page

What does this MR do?

Surfaces the Observability Model Context Protocol (MCP) server endpoint on the group and project Observability Setup pages, next to the existing OTLP endpoints. Users can copy their MCP endpoint and follow a link to the MCP server documentation to connect an AI assistant or MCP client.

Changes

  • Add GroupO11ySetting#mcp_endpoint and #mcp_address, mirroring the existing otel_address derivation so the URL always matches the running routing (https://<service>.mcp.gitlab-o11y.com/mcp).
  • Render a new MCP server section in the shared endpoint configuration partial.
  • Add request and model specs.

Dependency

The in-app MCP server documentation link points to a new docs page added in !248199 (merged). That MR should merge first so the help link resolves.

The MCP server section renders below the endpoint details with the copyable MCP endpoint and a documentation link.
