Audit event details panel pagination

What does this MR do and why?

Make it easier for users to go to the next or prev audit event in the list without having to go back to the list and clicking on the next one. Adds pagination buttons to the audit event details panel to accomplish this.

This required a refactor of pushing the audit events list query up to the parent body so that it wouldn't go away when the component was removed by switching panels.

This refactor also fixed a bug where the audits list reset to page one if you clicked back when viewing an audit event details panel for an event on a later page.

As part of this, the maximization of the audit event details panel was removed as it doesn't make sense on this page and the user experience was poor. Removing the logic for it made this overall change easier.

How to set up and validate locally

  1. Ensure you have the Store AI Audit Events setting enabled
  2. Create a duo session with many audit events
  3. Navigate to the group AI governance audit report page: Settings -> GitLab Duo -> Change Governance -> Audit events
  4. Select the duo session with many audit events to open the session details panel
  5. Select an audit event in the list to open the audit event details panel
  6. Verify that the prev/next buttons at the top of page behave as expected
  7. Verify that when returning to the session details panel, the page is respected based on your navigation
