Backport of Fix drop_ai_* tables migrations

What does this MR do and why?

Backports Fix drop_ai_* tables migrations (!247153 - merged) to %19.2 stable branch. Editing released migrations in place is the right call here. On affected instances the migration never completed, so it isn't in schema_migrations and will re-run. On instances where it already succeeded (no partitions), nothing re-runs — so the change is a no-op for them.

This is the follow-up after removal of the models Ai::DuoChatEvent, Ai::CodeSuggestionEvent and Ai::TroubleshootJobEvent
