Add ciCatalogBundledResources GraphQL query behind FF

Adds the production GraphQL surface for the GitLab-maintained bundled catalog resources (the second tab of the two-source browse, #603508 (closed)): a CiCatalogBundledResource type, an FF-gated resolver, and the root query field.
