What does this MR do?

Failed on master. Here's the broken pipeline: https://gitlab.com/gitlab-org/gitlab/pipelines/115859397/failures

The MR was ~500 commits behind master, which probably explains it 🙈

I think we're best reverting and re-approaching in the future.
