What does this MR do and why?

Implement award message update in userAchievementsUpdate mutation. You can currently set an award message when awarding an achievement. There was no ability to update the award message after the achievement was awarded. This is necessary for cases where you made a typo during awarding or for backfilling award messages on already awarded achievements before the award message feature existed.
