[19.0] Delete orphaned caches in helm metadata cache backfill
What does this MR do and why?
Backport of !246021 (merged) ("Delete orphaned caches in helm metadata cache backfill") to 19-0-stable-ee.
Fixes gitlab-org/gitlab#605940 (severity1): the FinalizeHkBackfillPackagesHelmMetadataCacheStatesProjectId post-deployment migration aborts the 18.11 → 19.0 upgrade with PG::ForeignKeyViolation on fk_2902beee34 when a packages_helm_metadata_caches row references a project that was already deleted (its loose-FK cleanup never ran). The backfill job now deletes those orphaned parent caches — cascading to the child state via fk_rails_281379b415 (ON DELETE CASCADE) — before backfilling the remainder, so the finalize completes.
Ruby-only change (background-migration job + spec); no schema change.
Note: this backport depends on !246021 (merged) merging to
masterand deploying to GitLab.com; the first two checklist items are satisfied at that point.
