19.1 backport of feat(danger): Block post-deploy migrations on security MRs

What does this MR do and why?

Maintenance backport of !244087 (merged) — the Danger rule that blocks post-deploy migrations on security merge requests — to 19-2-stable-ee, per gitlab-com/gl-infra/delivery#21612 (closed).

This is a Danger/tooling change, not a product bug fix. It is a no-op on stable branches (the rule guards helper.stable_branch?); it is backported so the Danger tooling stays consistent across the maintained versions, as agreed with the Delivery team on gitlab-com/gl-infra/delivery#21612 (closed). No application code or migrations are changed, and no CHANGELOG entry is needed.
