What does this MR do and why?

Remove mr_changed_paths_net_diff feature flag

The net base..head tree diff for MergeRequest#changed_paths is now the permanent behavior. Removes the flag definition, the Feature.enabled? check, and the specs covering the old per-commit-union path.
