Add traversal_path sbom_component_versions to CH

What does this MR do and why?

Add traversal_path scoped sbom_component_versions table (replace drop the old table version) to Siphon.

The changes were generated with the bundle exec rails generate gitlab:click_house:siphon sbom_component_versions --with-traversal-path command.
