Add dependency_firewall_phase2 feature flag
What does this MR do?
Adds a new wip feature flag dependency_firewall_phase2 to gate Phase 2 work on the dependency firewall functionality.
This is a follow-up to the existing Phase 1 flag (dependency_firewall_phase1) and will be used to hide incomplete Phase 2 changes across multiple MRs until the phase is fully implemented.
