Use gitlab-lookbook fork to relax rouge constraint
What does this MR do and why?
Upstream lookbook 2.3.14 pins its rouge dependency to >= 3.26, < 5.0,
which blocks upgrading rouge to the 5.x series across the GitLab
codebase.
This MR switches the lookbook gem for GitLab's temporary fork,
gitlab-lookbook,
which relaxes that upper bound to < 6.0. The fork keeps the same
Lookbook namespace and ships a lib/lookbook.rb, so we require it as
lookbook and no other code changes are needed.
lookbook is a development/test-only dependency used for ViewComponent
previews, so there is no user-facing change.
