Render custom Open with clients in Code dropdown

Follow-up to !233416 (merged), reviewable in parallel with the admin settings UI MR.

Reads the code_dropdown_custom_clients setting (behind the flag) and renders the configured "Open with" entries in the project Code dropdown, substituting the clone URL into each template.

Depends on !233416 (merged) for the setting and flag, which merged on 2026-09-07.
