Backport of 'Keep virtual registry settings toggle visible when disabled' into 19.1

What does this MR do and why?

Backports !240783 (merged) into 19-1-stable-ee.

The settings section holding the Enable virtual registry toggle was gated on the feature already being enabled: show_virtual_registries_setting? delegated to VirtualRegistries.any_registry_available?, which resolves through feature_enabled? and therefore Setting.enabled_for_group?. Once a group Owner toggled the feature off, the section and its toggle stopped rendering on the next page load, so it could not be re-enabled through the UI.

This backport decouples section visibility from the enabled state: the section renders from feature prerequisites (license + feature flag + dependency proxy) plus the :admin_virtual_registry permission, covering both Maven and Container. The runtime gate feature_enabled?, used by the registry APIs and the list and cleanup pages, is unchanged.
