What does this MR do?

This MR was originally merged in MR > !22364 (merged)

It was eventually rolled back to the severe regression it caused. The next execution plans is to re-introduce this in 2 separate MRs. 1 This one will contain all the possible changes minus the components shared with web IDE (files living in the vue_shared folder). 2 The next one will focus on the components that is shared with the web IDE.
