Refactor docker container expiration policy form

What does this MR do?

This MR picks up from the work done in !24074 (merged) and:

• extract the form and gl-card out from the re-usable component ( to allow to place the fields in a modal )
• generate the selects programmatically instead of hardcoding them in the template
