Document Python native compilation limitation for dependency scanning

What does this MR do and why?

Documents a known limitation of Python dependency resolution: packages that require native compilation (C extensions or Rust-built packages) fail during pip-compile because the dependency resolution image is minimal and does not include gcc or a Rust toolchain.

Closes #597724 (closed).
