What does this MR do and why?

Starts a gradual Markdown cache bump.

This is MR1 from https://docs.gitlab.com/development/gitlab_flavored_markdown/banzai_pipeline_and_parsing/#rollout-procedure-for-a-cache_commonmark_version-bump.

Mechanism added in Add means to bump Markdown cache gradually (!236200 - merged); this is its inaugural test! Note that no change will happen once this MR is deployed; it just makes it possible to begin the bump via FF.
