Add custom emoji model and database table

What does this MR do?

Closes #230455 (closed).

• Adds a model app/models/custom_emoji.rb which is pretty straightforward ActiveRecord::Model.
• Creates an associated table custom_emoji in the database
• Provides the desired associations (i.e. a CustomEmoji belongs to a Group)
