Align feature spec path helpers with frontend path helpers

What does this MR do and why?

Related to #601550

There is a mismatch between using Rails path helpers inside of feature specs when testing logic that uses JavaScript path helpers. The Rails path helpers inside of the feature specs do not produce the Organization scoped URLs because they are not aware of the current request, but the JavaScript path helpers do produce Organization scoped URLs.

This MR mocks scoped? to false inside of feature specs. This makes moving to JavaScript path helpers easier because the feature specs don't need to be updated.
