What does this MR do and why?

Changes the confidential/locked note warning banner's top padding from gl-pt-4 to gl-pt-3 to visually center the warning text within the banner's visible strip.

How to set up and validate locally

  1. Open any work item or issue you have permission to comment on, for example http://127.0.0.1:8080/gitlab-duo/test/-/work_items/6.
  2. Mark the issue as confidential (or lock the discussion) so the warning banner appears above the comment field.
  3. Focus the comment field to reveal the warning banner ("Marked as confidential. People without permission will never get a notification.").
  4. Confirm the warning text is vertically centered within the orange banner strip, with even spacing above and below the text.
