Remove duplicated information from alerting page
What does this MR do?
Removes duplicated subheadings on the incident management (https://docs.gitlab.com/ee/user/incident_management/) page, favoring the version with the cleanest and simplest wording. One was also clearly out of date, so I kept the one with current info.
