Exclude ar_internal_metadata from DB cleaner

What does this MR do?

Related to: #37311 (comment 279687487)

There's a DatabaseCleaner bug where it is deleting ar_internal_metadata every time we call delete_from_all_tables!.

This is causing our DB to be treated as stale which results in Rails running bin/rails db:test:prepare which slows down boot time considerably.
