Use time ranges in date picker (component)

What does this MR do?

Adds support to relative time ranges in the metrics dashboard.

• URL parameters in the dashboard and embed to accept time ranges
• Updates the date picker so v-model is available

Note: This MR depends on new utils at !23765 (merged)
