Update custom flows from beta to GA
What does this MR do and why?
Custom flows are moving from beta to generally available in 19.2.
This MR:
- Removes the beta badge from custom flows in the AI Catalog UI (project, group, and explore levels)
- Updates the version history in flow documentation

How to set up and validate locally
- Go to a top-level group > Settings > GitLab Duo > Change configuration.
- Turn off Use experiment and beta GitLab Duo features and save.
- Verify custom flows are still visible at AI > Flows (project and group level) and Explore > AI Catalog > Flows.
- Verify no Beta badge appears on show, create, edit, and duplicate pages.
