Enable inline_blame feature flag by default

What does this MR do and why?

Enables the inline_blame beta feature flag by default.

The flag has been enabled globally at 100% on GitLab.com and the feature is deemed stable. As this is a beta type feature flag, flipping default_enabled: true is the supported approach per the feature flag development docs (setting default_enabled: true is only valid for ops and beta flags).

Changes

  • Set default_enabled: true in the feature flag definition.
  • Added the version history entry to the documentation noting the feature is enabled on GitLab.com, GitLab Self-Managed, and GitLab Dedicated in GitLab 19.1.
  • Added a Changelog: added trailer (flag changing from default off to default on, keeping the new code).

Follow-up

Per the rollout issue, after this MR is deployed:

  • Clean up the feature flag from all environments via chatops.
  • Schedule full feature flag removal (cleanup) in a later milestone.
