What does this MR do and why?

Remove SecurityManagerConfig.enabled? rollout gate

The Security Manager role has rolled out, so the GITLAB_SECURITY_MANAGER_ROLE env-var gate guarding role visibility across models, GraphQL types, views, and frontend constants is no longer needed. This drops the gate, the Gitlab::Security::SecurityManagerConfig class, the security_manager_role_enabled frontend feature flag push, and the :disable_security_manager RSpec opt-out infrastructure along with the disabled-state spec contexts.
