What does this MR do and why?

Removes the ai_flow_triggers feature flag which has been default_enabled: true since milestone 18.3 (type: beta).

The flag now unconditionally gates nothing — all callers see the enabled path. This MR removes:

  • The condition(:ai_flow_triggers_enabled) / rule { ~ai_flow_triggers_enabled } block in ProjectPolicy
  • The feature flag YAML definition (ee/config/feature_flags/beta/ai_flow_triggers.yml)
  • Test contexts that verified behaviour when the flag was disabled (3 GraphQL mutation specs, 1 policy spec context)
