WIP: Defend E2E tests for WAF
What does this MR do?
Adds E2E tests for WAF in blocking and non-blocking mode.
Currently extremely WIP. Forked from !18964 (closed) to apply parts of the refactor recently done to the base test these were copied from and see how it's working now due to me being unable to test locally.
