What does this MR do?
This is a fix for #197369 (closed)
This change will not pass the vulnerability summary endpoint to the Group and Instance security dashboard. So, it will skip hitting the vulnerability summary endpoint, because they are not using the data from it.
Note - Ideally, Backend should also not set the summary endpoints for Group and Instance dashboards as we don't need them at all.
