What does this MR do and why?

Prepare composite FK for vulnerability_occurrence_identifiers

Adds partition_id column to vulnerability_occurrence_identifiers and introduces a composite foreign key (partition_id, identifier_id) -> vulnerability_identifiers(partition_id, id) NOT VALID. Schedules asynchronous validation of the new constraint via a post-deployment migration.
