Update cycle to value stream analytics, doc only

What does this MR do?

This review addresses additional doc issues related to !23427 (merged)

It completes the substitution from "Cycle Analytics" to "Value Stream Analytics", including:

1. Text substitution
2. Moving content from cycle_analytics.md to value_stream_analytics.md
3. Reorganization -- moving Value Stream Analytics development info from /doc/development/cycle_analytics.md to doc/user/analytics/value_stream_analytics_dev.md
4. Including links from cycle_analytics*.* files to value_stream_analytics*.*

It requires this companion MR, gitlab-docs!688 (merged), for parallel renaming in the left navigation bar.
