Code nav Poc: Support lsif artifact report
What does this MR do?
We're experimenting with the ability to add our own code navigation features. The idea is to upload LSIF dump and provide API endpoints for fetching the code-navigation info for a particular file. This is one of the first steps towards this goal!
This MR provides support for an LSIF artifact report, which is LSIF dump generated by https://github.com/microsoft/lsif-node/tree/master/sqlite
