Docs: Fix inaccuracies surrounding create/view issue button

What does this MR do?

There are some inaccuracies in these docs right now based on a merge conflict that was resolved wrong and an issue documented that didn't make it.

  1. The create issue button turns to view issue and it is not hidden.
  2. The link to the issue is not shown in the details yet (but should be after this milestone).
