Support `license_scanning` in MR and Pipeline

What does this MR do?

This is a part of #8911 (closed) We're renaming CI job license_management to license_scanning. But we're supporting both names till 13.0

Support license_scanning and license_management reports in:

• MR widget
• Pipeline tab "Licenses" (linked in MR)
